He had seen the Superintendent of Imports and Exporte who could only give him the necessary figures in respect of five months in the present year, and these must be made to do. With these figures they could eliminate everything not essential to the feeding of the population and to the main industries, such as ship-building and sugar manufacturing. On the recently established Calcutta and Bombay runs he had, in the absence of Hongkong figures, suggested arbitrary percentages of space for Singapore and Hongkong respectively, and he understood that Hongkong were not satisfied. He therefore asked for figures on which to decide whether the Hongkong representation were justified.

The Committee would find, after elimination under the a, b, and a heads that a large amount of tonnage could be spared. The Admiralty were going to take more ships. If statistics were prepared the Committee would be able, in consulation with the Commodore, to decide what ships should go. Trampe, which were of no use to the Admiralty on account of the difficulty of repairing break-downs, would be very useful on the China coast where repairs were easily effected.
